Pennsylvania State Police Search For Flasher Targeting Amish Women

Some sick person is exposing himself to Amish women in Pennsylvania. This has been going on for months now, apparently. The location is Indiana County, PA, home to over 4,000 Amish people living in several communities.
And this isn’t the first time this has happened to the Amish in this general area (more on that below).
In these latest occurrences, the suspect targets Amish females traveling by horse-and-buggy. After doing the deed, he has used more than one vehicle – it sounds like at least two, perhaps three – to make his getaway.
There are three incidents described, happening at different locations in the county between October 2025 and January 2026. More from Gant News, starting with the first incident, happening in October:
The first incident was reported on October 14, 2025, around 10:45 a.m. along State Route 954 between Hemlock Acres Road and Alabran Road in West Mahoning Township. Indiana County.
State police said a female victim reported that an unknown white male operating an early-2000s blue Suzuki Burgman 400 scooter-style motorcycle followed her while she traveled northbound by horse and buggy.
The suspect reportedly stopped along the roadway, exited the motorcycle, and exposed himself before pulling alongside the victim and exposing himself again prior to fleeing the area.

Creepy, to say the least. Incident #2 occurred about six weeks later:
A second incident occurred on November 25, 2025, between approximately 3:00 and 4:00 p.m. near Reading Run Road and Whitesell Road, in South Mahoning Township, Indiana County,
In this incident, an Amish female traveling by horse and buggy reported being approached by an unknown white male operating a gray van with a single blue stripe near the fender on each side.
State police said the suspect stopped his vehicle, exited, exposed himself, and attempted to get the victim to approach before fleeing the area.
That van having distinct blue stripes sounds like it would be easy enough to identify. Incident #3 happened just last week:
A third incident was reported on January 7, 2026, around 9:00 a.m. in West Mahoning Township, Indiana County.
Police say a 44-year-old female traveling by horse and buggy reported that an unknown male pulled alongside her and exposed his genitals.
The suspect was described as a white male operating a white or silver minivan, last seen traveling north on Stephenson Road.
Three times makes a clear pattern. These are just the reported incidents, meaning there could be more that simply weren’t called in.

The Pennsylvania State Police in Punxsutawney are the ones handling this case. Anyone who has witnessed suspicious behavior or who may have information is asked to contact them at (814) 938-0510.
Not the first time
This isn’t the first time some troubled soul has decided that Amish people would make a good target for this sort of nasty behavior. It’s been happening across Pennsylvania over the past decade or so.
Six years ago a flasher was operating in another Pennsylvania Amish community not too far from this one. I don’t recall ever hearing that that individual was caught.
In 2016, a man was in fact caught for doing this same sort of stuff to Amish women in Lancaster County.
And going back further to 2014 – also in Pennsylvania, and also not too far from Indiana County – a police officer ended up going undercover to try to catch a flasher exposing himself to Amish children.

It’s at least a bit eyebrow-raising to see several such stories happening in the same region of the state – separated by over a decade-plus, of course.
It’s not clear if the other incidents had been resolved or not – I wasn’t able to find information on arrest or conviction (though in the 2014 case, incidents happened to stop after a man was sentenced to house arrest for doing the same sort of thing in a neighboring county).
The Amish are picked out for such behavior, at least in part because, in the words of the man caught in 2016, they’re seen as an “easy target” who – some believe – won’t notify police (which as these reports show, is clearly not true).
In any case, this person needs to to be stopped and receive appropriate punishment, and also mental health treatment.


Safety Tips
Back in 1990 and 1991, there were a series of raped and assaulted on my college campus. Aquinas College, Grand Rapids, Mi.
Here are some hints from the public service officers at the college
1. Try to travel in pairs or a group. There is safety in numbers
.2. Carry and use a whistle if a stranger approaches, use it to summon help.
3. Be aware of your surroundings. Try to be in an area that is well lighted
.4. Get a good description and write it down so you don’t forget the details.
5. Make the police aware of the situation.

Flasher Targets Amish Women
My cousin is a behavioralist who often works with law enforcement. He says that if this creep isn’t arrested soon that he WILL escalate. His psychopathy says that, deep down, he hates himself for what he’s been doing and wants to get caught. Since these latest cases have all happened in Mahoning Township, I’m betting he lives or works there. Most criminals are lazy and prefer to find their victims close to home. I’m thinking he lives out of his van, at least on a temporary basis. A van with blue stripes near the fenders and a scooter-type motorcycle shouldn’t be hard to find. If I’m law enforcement, I’d put 2-3 male officers in Amish women’s clothing and have them drive around via horse and buggy as I doubt this freak would be expecting that. I know the time and manpower are expensive, but I’m betting it’ll work. Meantime, Amish women in the area would be wise to travel with an Amish male, if possible. Or at least ride in pairs. Good luck to all who live in the area. Oh, and mere house arrest isn’t going to “cure” this sicko. He needs a prison with a psychiatric unit!
Another theory
I also think perverts get a thrill from targeting people they see as “innocent”, “naive”, or “unworldly.” I think the idea of stealing unspoiled virtue is somehow important to them, like they are vampires trying to feed off the innocence they lack. It’s also “practice” that can advance to even more heinous crimes of the sort, which is another reason it must be stopped. I hope the perpetrator is caught ASAP. Yuck.
Yes I wouldn’t be surprised if there was something of that in the psychology. The one guy from 2016 that they caught was described as smiling during his offenses. Creepy stuff to say the least.
